talking about. >> good morning allison, good morning, tony. not during the daytime hours. later tonight from transition to a little rain and a little snow. not looking terribly impressive here. not enough cold air to be talking about a whole lot of anything. if you are running out the door to work and/or school, be ready for a much colder school. dulles and bwi 33. it is noticeably colder than yesterday. the clouds are increasing as we speak. might be sunshine for the next hour or two and eventually showers in here. i think early afternoon, 2 or 3:00 today start to see the showers move in from the west. there's your storminess. as that storm pushes to our south and southeast, it will start to draw in enough cold air that during the evening hours, after

the evening commute here, 7 or 8:00, start to see a transition from rain to snow. and there could be light accumulations. we mean a good covering perhaps up to an inch. if you get up towards southern pennsylvania, maybe 2 inches of snow. that's going to be worst case scenario. temperatures in the low 40s and any time you are talking 40s, you are talking liquid. we'll see that transition to snow. more details on our forecast in just a minute. let's do traffic. julie got busy. >> about an hour or so ago, a pedestrian was struck along new york avenue as you approach kendall street. unfortunately it is a fatal accident that is under investigation closing a portion of new york avenue. here's one of the vehicles involved in this incident. the windshield heavily damaged.

traffic is being diverted off. you want to do whatever you can to avoid inbound new york avenue. that is not going to be an option for you. all traffic being diverted off. sky fox is hovered over 50 and zoom in as tight as they can. showing you this inbound drive. traffic is stacking up out of river dale over towards that new york kennel worth avenue split. delays are starting to form between 410 and 202. heavy volume delays. there you go passing the pepsi plant. going to find yourself on the brakes as you try to make your way over. kennel worth avenue starting to back up southbound into southeast. that's a check of your fox 5 on time traffic. >> thank you, julie. we begin with breaking news from california.

that's where the man hunt for a former police officer turned triple murder suspect could be over. >> but not before another life was lost. sarah is live in the news room with what we learned overnight. >> early this morning law enforcement officials confirmed they found charred remains inside the burned out cab bin where he was thought to be hiding out. police arrived tuesday afternoon after getting a tip about a stolen vehicle. authorities spotted the vehicle. the suspect fled into the forest and barricaded himself inside a cabin. a shooting ensued. the cabin then became engulfed in flames and heard a single shot then the shooting stopped. authorities have not confirmed the body but most likely christopher dorner. if so, ended the week man hunt since he allegedly shot and killed a los

confidence the state of our union is stronger. >> the president did make news promising 34,000 u.s. troops will leave afghanistan. but an appeal for more government spending, for education, infrastructure and doubling down on risky new energy program, all the while promising to be fiscally responsible. >> nothing i'm proposing should increase our deficit by a single dime. >> at the same time he called on congress to skirt the sequester. hit the pentagon in particular. his proposals for a $9 an hour minimum wage and new tax hikes signal more battles ahead by congressional republicans. he pressed for immigration reform and an audience that included the families of shooting victims, he pushed for more gun control measures. >> the families of newtown,

were dozens of family members of victims of gun shootings including my home state virginia, i sure hope it's going to have an impact on members willingness to at least reexamine their positions on protecting the public from gun violence. >> nobody has shown any evidence whatsoever that any of the gun control recommendations, the banning of certain colored rifles, high capacity magazines, nobody has any evidence that has halted or reduced crime anywhere. >> the president has proposed ag ammo clips and expanding background checks. the background checks is only one of those ideas that has vast support. >> the white house has a new strategy to stop cyber attacks. and today we will learn more about it. yesterday the president signed executive order

to protect the nation's computer network. begins the development of voluntary standards to protect the computer systems that run banking, power and other economic industries. the president has called on law makers to create legislation that would give the white house more power to protect the nation from hackers. >> and making headlines on the hill this morning, a big step for chuck hagel. yesterday a senate committee voted to approve the former senator to be the defense secretary. a full senate vote could happen this week. today the senate finance committee will begin confirmation hearings for jack lou. he's under the microscope for off score accounts. and the violence against women act is now on its way to the house. yesterday the bill passed the senate with bipartisan support. allison.

28 in pittsburgh. 28 the winning number in columbus and detroit early this morning. highs in the low to mid 40s and with our storm moving in, rain showers for the most part. at least for the first half of the storm. the rain will arrive 2 or 3:00 today. have an umbrella ready. evening commute will basically be wet. that will start to transition later tonight. maybe 8 or 9:00 tonight. and it's certainly possible that parts of the area here north and west of town where we've been seeing the bulk of the snow north and west of town you could get light accumulations and by light accumulations maybe an inch and covering on the grass. northern maryland, southern pennsylvania, might get a little more than that. that's going to be about it. that won't take place until 8 or 9:00 tonight as that cold air starts to wrap in.

welcome back. it was a touching tribute on the university of maryland campus as students tried to come to terms with the loss of two classmates. early tuesday morning davon green shot his two roommates before killing himself. one roommate steven rain from silver spring died. a second roommate is recovering in the hospital. he had been suffering from a mental illness. >> in virginia, a push for transportation funding reform gets a rewrite by senate committee. restore and increase the gas tax and a 1 fers fuel tax and also allow localities. the new bill faces a vote in the house. >> and a push to punish parents more in the district when their kids repeatedly skip school is

not sitting well. a new bill calls for the government to step in if 10 unexcused absences in a year and prosecute parents for 20 absences. it calls on dc family services to get involved for students up to 17 years old. right now only investigate truants who are 13 years or younger. >> another dubious honor for the district just in time for valentine's day. >> the nation's capitol is the capitol of infidelity. ashley madison has named washington america's least faithful city for the second year in a row. based on data collected by the web site. dc had the highest number of sign ups per capita with more than 34,000 new members. >> 34,000 new members? >> from dc. >> on the plus side, people are

washington. freezing mark in gaithersburg. 27 in frederick. 36 in leonard town . 38 this morning in quantico. temperatures noticeably cooler than yesterday. here's your satellite radar. we have clouds rolling in. might be a peak or two of sunshine. the clouds will lower and thicken. and then by 2 or 3:00 today, start to see the rain move in from the west. here's our area of storminess. you can see it's falling. the green is rain. and it's going to move into an atmosphere with temperatures locally or in the 40s. typically in normal wintertime pattern, a storm that pushes to our south would bring us winter weather. this time around looks mostly rain. evening commute will be mostly rain and start to see that transition 7 or 8:00 tonight. and could be light accumulations around here later tonight. morning commute for parts of the region could be a

republican strategist jim and peter. peter, i'll start with you. how did you think the president did, what did you like? >> i thought he did very well last night. very resolute. very strong and yet very willing to compromise to work with the other side. i thought his emphasis raising the middle class up, they've had a terrible decade. you look at those numbers of minimum wage. find out with 1960 had a bad period. i thought he put forth enough specifics but general principles he could negotiate with republicans and really get things done. >> we'll come back to the minimum wage. i was surprised to hear that. jim, did you like anything? >> i liked thank you and good night. that was the only thing

efforts to solve the climate change problem out there. we're talking about immigration. real serious legislation coming out there. ways to improve life for the middle class. but jim's point, this is an interesting one where i may not be that far off. look, say the union should be a series of specific proposals. things folks can chew over. you do a speech you get two or three different things. didn't come back into force until woodrow wilson. but i will ask jim one simple question, if there's a republican president, what will you think then? >> frankly, we should get rid of it completely. it's become such a show and a charade that it takes away from the seriousness. what's really going on? >> it has become kind of like

the corespondent's dinner where it's all about who has brought two. does give any president to say these are the things i think we should focus on for the next year or some cases longer than that. >> do the specific sending up the actual document. then doing a speech from the oval office. and a lot shorter by the way where you are doing the general principles. this is so interesting to me. i think you've got a point here. i've gotten very concerned about the standing up and cheering sitting down. people clapping, not clapping. >> trained seals for crying out loud. >> look, you get 70% approval in the speech for those who saw it. what are the american people thinking when they watch this stuff? do they think congress is working or not working?

a better relationship? >> opportunity everyday to have a press conference if he wants to. he can give a speech everyday. >> let's get into some of the specifics. you said what are the american people thinking. i have to admit one of the things i thought and people getting up and getting down. why are politicians so bad. what are the weird shape? >> they are applauding but not. >> get rid of them all. here's the first thing , can you applaud? if you can't applaud, you can't be in public office. >> this is not the conversation i thought we would have. the middle class, the economics. he made it a point to say look some of these things i'm proposing here is not going to cost more money. but there were a lot of proposals in there that would require raising taxes and the like. were you surprised by that? >> i'm very supportive.

we have the lowest amount spent on nontitlement programs. the problem is that we're not spending too little on education and cleaning up on our environment and infrastructure. not the problem is we're spending too little not too much. the point the president was making was this effort that he's going to put forth on tax reform is going to balance out. he's not calling for great huge spending and if you look at the numbers -- >> you are right, peter. if you look at the numbers since the president has become president, we have gone from a $10 trillion debt to almost a $16 trillion debt. how did we get there? because we haven't spent enough. i think we spent way too much.

you go to education. education is a local issue. most of education is funded on a local level. in the district of columbia, we spend more per capita than any place in america. has it done anything to raise the level of education? no, it has not. we know more money doesn't necessarily mean better results. maybe we ought to think better. >> we're almost out of time. quick yes or no question. marco rubio, did he stumble badly last night with the nervousness and the water thing or not really matter? >> i don't think it matters. nice recovery with the tweet on the water bottle. next week, everybody will forget about it. >> congressman ryan was the happiest guy watching that. i think it's a sure term story. it will be good for jay leno tonight. >> let's stop it all. >> you guys are grumpy today.

the families of newtown deserve a vote. the families of oak creek and tuscan and the countless other communities ripped open by gun violence, they deserve a simple vote. >> one of the big points of the state of the union address to act on gun control to raising the minimum wage. president obama urged congress to act on several major issues facing the nation. what did democrats and republican leaders think about his speech? this morning we are joined by jim moran from virginia and bill from michigan. thank you for joining us this morning. let me begin with congressman and specifically that plea about gun control we saw there. what did you think of that and is there any common ground? movement on that issue? >> there's always common ground we need to search out. and my question is a vote on what specifically? and obviously you are seeing the

senate starting to take leads and things. they have real issues over there whether they are going to be able to pass a bill at all much less what alls going to be in it. make sure it's not window dressing and not just about the mechanics and that we need to get at some of those deeper rooted issues that caused these things. even last night the president admitted we can't stop these things from happening. the question is what are we doing on the front end in my mind, with mental health and this culture who doesn't honor or value life. that is a main component of what i think we need to be looking at as well. >> let's turn to some of the economic issues. the president unveiled his plan to raise the minimum wage to $9 an hour by the end of 2015. your thoughts on that and what kind of impact do you think that might have? >> tony, i strongly support that. as you probably know, you can have a husband and wife

working everyday of the year at the minimum wage and still not be able to afford a two bedroom apartment in many parts of the washington metropolitan area. i think it's time that we rewarded work so people can have a decent life and can have a family. the fact is the minimum wage hasn't moved up for many years and at this point the minimum wage keeps you in poverty. many of these people working a lot harder than i'd be able to work everyday of the week. the right and the fair thing to do and all of the money they earn is going to go right back into the economy. i think it's the fair and decent thing to do. >> your thoughts on that particular issue? >> we dealt with that when i served in the michigan legislature as well. this was a number of years ago. they were talking about $10 an hour being a living wage. i'm trying to

figure out exactly who should be setting that and what that is. in the metro dc area that $9 or $10 is different. and here's the thing, when you have the federal government coming in and dictating that as opposed to leaving it up to the states or the marketplace, that is where you are going to see people responding. they don't have a minimum wage issue in north dakota or south dakota. that is what we need to come back to. >> what was your chief concern or criticism of the speech last night? >> for me, i think my biggest concern overall is our spending. we're not serious yet. we've heard this a number of times. we're going to get serious now. but we don't want to talk about having a more affective government. not any real reform on entitlement programs.

for me, that's a key element. there were good things, immigration discussion that we had. education discussion. but the over arching concern is what we're doing with our spending and lack of fiscal restraint and massive mountain of debt that's getting piled on our kids and grand kids. >> your reaction to that? >> i think that frankly, i'm not critical of the president's speech. i thought it was a good speech. i'm glad, tony, that he addressed the sequester and why we should not let it happen. we would be the most adversely affected in the washington area. i'm glad he emphasized the importance of investing in research and education particularly in the earlier years of a child's life. he did take -- agree to take on the entitlement programs. he has done that in negotiations throughout 2011 and 2012 even

with resistance from the democrat party. i think he's willing to make a big deal. it's going to take two sides to do that. where we're going to find out whether it's possible is with the budget resolution. and i'm hopeful we can agree upon a budget resolution and avoid this constant government by crisis, this sequester is the biggest thing. it certainly shouldn't happen and i'm glad he addressed it up front in his speech. >> congressman, if you pardon me give me just a moment to ask one other thing about the pin you are wearing. there were many people in the crowd last night wearing those pins. can you tell me about that. >> that's right. there's a group of us called problem solvers. many of us have very different points of view on issues. we come from different

congressional districts. we're determined to find some common ground. to agree to disagree and figure out where we can agree and try to move forward on those areas where we can agree. we've got to figure out how to come together as a congress and not stay in our respective corners just yelling at each other. so this is a group called no labels problem solvers. i hope we can advance at least some initiatives and we're going to make the effort. the american people are certainly deserving of that kind of effort on the part of the congress. >> we certainly thank both of you for spending time with us together and with us this morning to share your thoughts on the state of the union. thank you both. we appreciate it. >> thanks. >> allison. >> thank you, tony. this morning, police in california are working to confirm if human

remains discovered in a cabin belong to christopher dorner. led police on a week long man hunt. wasn't until yesterday afternoon police received a tip in big bear lake. a couple told authorities a man matching his description tied them up in a cabin and stole their car. they escaped and police began chasing the vehicle. dorner crashed that car and stole a pick-up truck. then dorner barricaded himself in a cabin where he began a shoot out with authorities. two sheriffs deputies were hit. one died. hope to identify the body in that cabin, soon. pope benedict xvi makes his first public appearance since telling the world he is resigning. told a packed crowd at his weekly general audience today that he is stepping down on february 28th quote for the good of the church.

to know about what you thought about the president's speech. >> i was very impressed with the president's speech. it's clear he has an understanding of the problem. he has a commitment to fixing the problem and he's prepared to do whatever it takes to stop the gun violence that is killing our children. >> let me ask a person question. before this touched you personally, you got that phone call and turned on the news to see what was happening, what was your stance there? i know it's brought you closer to the issue but are you a different person as far as the way you look at gun rights? >> i would say that i'm different certainly in my passion and commitment to this issue. i always believed it was too easy to get a gun in this country because if it was that easy, people would be reacting with a firearm to emotion. and that can kill people themselves or others if you are over reacting to a situation and you

have a lethal weapon ready. if that lethal weapon was not introduced into many situations, we would be saving lives. >> do you believe a compromise can be reached? this is one of those topics that strikes a passionate cord. can a compromise be reached where we need it to be reached in the laws? >> absolutely. and i would not suggest it's a compromise. right now we do background checks on all buyers who purchase their weapons at a licensed dealer. we should be doing a background check on all sales. already been able to prevent millions of purchasers when they have a background check. and should be able to do those background checks on all gun sales. the system exists. it's working. let's use it on every sale. >> let's talk in the moments we have left about the initiative and where does it go from here. >> we're going to continue to add our voice to this debate.

era were planted years earlier when the u.s. military was desegregated. author of the double v which examines the role african americans have played in the nation's military and spurred a president to integrate the forces. thank you for coming in. >> thank you for having me. >> fascinating and i have to say there's a lot i've learned from this book. the thesis as i just stated that the seeds of the civil rights era really come from the is desegregation era. tell me where that comes from. why you think that . >> the civil rights movement began with the effort to desegregate and began with the double v. comes from the double v campaign. soldiers and sailors and marines stated that

they were fighting to defeat fascism abroad and racism. they were fighting for a double victory. also to desegregate the military. single issue to the african americans during world war ii as desegregating the military and became the first victory in what we now call the civil rights movement. >> one of the reasons for that was the start contrast between going overseas to fight for freedom in all of that and coming home and facing the injustices of segregation that were common in the country at that. in some cases you write that some soldiers at times were told by elected officials when you get back home, don't wear your uniform. why is that? >> in the south in world war i, groups of young white men who

would wait at the train stations to disembark the trains. and like the white soldiers who were leaving the war in particular the southern states, the soldiers were wearing their uniforms because it was the only clothes they had. viciously attacked. and many of them were killed while wearing their uniforms and they were warned african american soldiers do not wear your uniform when you come to a southern state. um be under surveillance. >> when people think about the desegregation of the military, a lot of times we think about fdr. franklin delanor roosevelt. the big effort came under harry truman. >> president harry truman issued the order desegregating

the military. the push, the struggle had been going on for decades and it was not something franklin roosevelt was interested in doing. he did under the threat to hold a march on washington with 100,000 african americans committed in 1941. franklin roosevelt did agree to desegregate the contract industry. but he would not desegregate the military. president truman did that. >> came about when it came to white officers or white military security personnel overseeing all black troops.

your grandmother was a military police officer; is that right? >> that's right. one of the first instances in which the army recognized it was presenting a logistic call problem. the military police corp was entirely white. >> the military police corp was entirely white. and brutalized these soldiers. there was also just a tension between the soldiers and the police officers. the army ordered the creation of the first ever all black military police corp in order to alleviate this tension. it was the first recognition that segregation was posing a problem. >> one of the interesting things about that was first of all, the black soldiers resented having -- if it's an all black section of the base having white military officers brought up images that people didn't like.

even the white military officers they didn't want to oversee black troops in many instances. >> no, they did not. they viewed it as a career impediment. impediment to their career or a sign they would not advance any further or done something wrong in the past. and many white officers asked to be transferred. and even some of them took the motions rather than be assigned to direct african american soldiers. >> it is as with all race issues, it's troubling, it's difficult but it's important reading. and as i said, the thesis is very interesting. the book is called the double v. we can't cover everything in five minutes. but very interesting and it's out now; correct? >> yes. >> thank you very much for coming in to talk about it. see you again. allison, back to you. >> thank you, tony. this year we are gearing up for valentine's day with a

combination of caramels and crafts. holly morris joins us now live from silver spring with more on this combination. good morning. >> it's a good combination. the number one thing people get is cards. number two thing is not flowers, candy. i learned that here from regina. the manager here at vilates. that works well for you all. >> absolutely. >> you know what i like, chocolates are great but caramels might even be better. >> caramels are good. not quite as sweet . they have sort of a childhood emotional tie for a lot of people. and they are very popular. >> what are most people coming in and getting? >> as you said in the last segment, we have two different kinds. the chewy caramel and our sea salt turtles which are very popular item. they have the caramel on the bottom.

peacans, chocolate. and sea salt. >> do people get small batches or big batches? >> you can buy it by the piece. but we have the big heart boxes that are very popular. and sell it with the chewy caramel. we do have truffles. really a variety of things. >> there are a couple ladies that are mature that come in here and get their caramels. >> yes, indeed. we have at least four women who are over 100. one of them still comes into the store and writes her own checks. >> the key to old age is eating caramel. you heard it here. >> velatis caramels. >> we're having a lot of fun. but we're going to kick it up a notch with this lady. robin. >> happy valentine's day.

>> we love to pick your creative mind. and we give you new things to work. >> can't make it to velatis, you can do your own candies too. when you make something yourself, it's special and from the heart. so some of the things we have for those who like to do needle crafts. how neat is this to make this do i ly and fill it with candies. there is still time to make these and give them as gifts. >> how long does this take? you melt the chocolate and put it in the mold. >> 10 minutes. no time at all. >> one of the things we have are these filled candies. what i wanted to show is all you do is take the candies and melt it in the microwave. you paint the inside of it. that makes the
